Edward Kelty, Vice Chancellor Information Technology Services / CIO
Edward Kelty is the Vice Chancellor / CIO at the Maricopa County Community College District (MCCCD) Office. The District Information Technology Services (ITS) Division is a centralized IT area responsible for technology support for the Maricopa District Office in the areas of security, reporting, data warehouse, desktop support, networking, programming, training, project management, and process improvement. ITS is also responsible for district-wide support of systems such as: Security ERPs (SIS, Budget, Finance, and Human Resources), identity management, WAN, and governance and communication. Maricopa supports and provides services to over 250,000 students and 13,000 employees.
Edward has worked in education for 30 years. His roles included being an adjunct faculty member in Electronics, Computer Information Systems and Business Personal Computers, a Trainer, Network tech, programmer, Desktop support, and CIO. He holds a Master's degree in Educational leadership, two Bachelor degrees, one in Management and the other in Communication, and an AAS in Micro-Electronics.

Mark D. Dempt, Associate Vice Chancellor
Enterprise Resource Planning (ERP) and Development
Mark D. Dempt is the Associate Vice Chancellor for Enterprise Resource Planning (ERP) and Development at MCCCD, responsible for providing strategic leadership, coordination and operational direction for all aspects of the applications software development and support division. Working closely with stakeholders, governance councils, and staff members his role is to build and maintain a continuously improving common vision of system functionality to support student success and administrative efficiency.
With an Information Technology background spanning 30 years including Fortune 500, manufacturing, healthcare and consulting sector experience Mark has created numerous high performing technology organizations and held executive level IT leadership positions for a period exceeding two decades.
Mark holds a Bachelor of Science degree (Magna Cum Laude) in Computer Information Systems from Arizona State University, an Associate of Arts degree from Scottsdale Community College and has completed executive education at the Harvard Business School.
Richard M. (Rick) Harden, Associate Vice Chancellor
Infrastructure and Customer Care
Richard M. (Rick) Harden is the Associate Vice Chancellor Infrastructure and Customer Care at MCCCD, responsible for the strategic and operational direction of Maricopa's enterprise information technology infrastructure and customer care division. He works proactively and collaboratively with Maricopa constituent groups to build shared ownership of information technology services across the organization, to sustain the highest level of customer service and support possible.
Rick has over 35 years of diverse information technology and business leadership experience in both corporate and academic environments. Prior to joining Maricopa, he was the Director of Information Technology Services at the University of North Carolina at Chapel Hill.
He is a summa cum laude graduate of Ottawa University with a BA in Business Administration and a graduate of Western Governors University (WGU) with a MBA in Information Technology Management.
Miguel Hernandez IV, Associate Vice Chancellor
Chief Information Security Officer
Miguel Hernandez IV, Ph.D is Chief Information Security Officer at MCCCD. Current duties include administration of the information security program with a scope of responsibility that consists of all information systems including workstations, laptops, servers, and network devices. This includes ensuring that necessary safeguards are present, operational and effective.
Prior to employment with Maricopa Community Colleges, Dr. Hernandez was Senior Director for Information Security at Texas Tech University Health Sciences Center at El Paso, Information Technology Auditor for the University of Texas at El Paso (UTEP), and Electrical Engineer / Information Security Analyst for the U.S. Army Research Laboratory in the Survivability, Lethality, Analysis Directorate, Information Warfare Division at White Sands Missile Range, NM. He holds a Doctor of Philosophy degree in Computational Science, two Master’s degrees in Computational Science and in Electrical Engineering, and a Bachelor’s degree in Electrical Engineering all from UTEP.
Dr. Hernandez holds several industry-standard Information Security certifications, including the Certified Information Systems Security Professional, Certified Information Systems Auditor, Licensed Penetration Tester, Certified Ethical Hacker, and EC-Council Certified Security Analyst.
Jon Clark, Director College Technology
Finance and Planning Office
The Finance and Planning Office oversees and administrates the annual budget for Information Technology Services. This includes authorizing and processing of purchase requests, purchase and maintenance contract negotiations and district-wide coordination of maintenance and service contracts for shared services against Capital and Operational budgets. Personnel needs are processed through this office under the direction of the Vice Chancellor Information Technology Services.
Keli Cole, Assistant Director Strategic Information Technologies
Communications / Information and Instructional Technology Governance Liaison
The Communications and IT Governance Office focuses on promoting, complimenting and communicating new directional goals of the Vice Chancellor Information Technology Services as well as facilitates resolution for concerns regarding shared services.
As a relationship liaison to all areas of the Maricopa institution, this office provides development, guidance, training and communication for the Information and Instructional Governance processes.
Lawrence Golding, Assistant Director Strategic Information Technologies
Lawrence Golding is the Assistant Director Strategic Information Technologies, Customer Care. Lawrence’s responsibilities include leadership over the District Office Help Desk, Desktop, Audio Visual, and Operations Support. He possesses over 10 years of IT leadership experience.
Lawrence has a diversified background in IT business enablement, operations management, IT Planning, and hardware/software contract negotiation. He is currently certified in ITIL V3 Foundation in IT Service Management.
Sean Kennedy, Assistant Director Strategic Information Technologies
Sean Kennedy has over 16 years experience in Higher Education with MCCCD. Over those 16 years he has held several different information technology roles from network tech to manager of information technology.
He holds a Masters degree in Educational Leadership from Northern Arizona University and a Bachelors degree in Management from Arizona State University.
Anna Lilleboe, Assistant Director Strategic Information Technologies
Project Management Office
Anna Lilleboe has over 13 years of experience in project management and PMO leadership across multiple industries, such as High Tech, Financial Services, Healthcare,and Professional Services. Her project management experience includes leadership over a global multi-million dollar tax compliance initiative, SAP and Oracle upgrades, nationwide marketing program deployment, and various business process improvements. She has effectively built two PMOs from the ground up as well as succesfully matured existing PMOs.
Anna holds a Master's degree in Engineering Technology Management and two Bachelor degress, one in Industrial Engineering and the other in Information Systems. She also holds an active PMP certification and is a certified Six Sigma Black Belt.
Jason Pociask, Assistant Director Strategic Information Technologies
Identity Management / Directories / CIMS Tools / Google Apps / Azure
With over 30 years experience in varied roles within MCCCD ITS, Jason Pociask studied computer science at the University of Illinois and Arizona State University. He directs a team that supports MCCCD's College Identity Management Services (CIMS) which includes "MEID" account provisioning and authentication protocols, and which administers Google Apps and Microsoft Azure in support of communication and collaboration district-wide.
